What should I check before buying a used bicycle in Lagos?

I am looking at a used aluminium-frame bicycle from a seller here. What exactly should I inspect before paying — frame welds, brake wear, wheel truing, drivetrain? The seller says the brakes were serviced last month, and I want to know what a fair test ride should cover so I do not buy somebody else's problem.
